Place-based investments in community infrastructure, workforce training, and health care services are widely recognized as drivers of economic vitality and population health, yet their value is rarely measured in ways that influence real capital, purchasing, or policy decisions. This highly participatory session explores how a cross-sector partnership developed an outcome-based evaluation approach that makes the economic contribution of catalytic capital visible, comparable, and actionable. Drawing on an active place-based portfolio, participants will examine how outcomes can function as forward-looking tools to inform capital allocation, blended finance design, and outcome-based purchasing.
