In this role-based simulation, participants negotiate as Tribal Nations, investors, developers, agencies, utilities, and philanthropic partners. They navigate real constraints: financing gaps, complex capital stacks, interconnection, regulation, and Tribal consent—while adapting to shifting conditions that reveal how deal structures and risk allocation shape outcomes.

Grounded in real projects, the session exposes gaps between capital deployment and community needs, equipping participants with practical strategies to align capital, partnerships, and decision-making with Tribal sovereignty and equitable climate solutions.
